EASA Environmental Requirements

STEP 1A: The “Master User” shall complete the EASA Environmental Portal User Registration Form:

• FO.APMAN.00146 – EASA Environmental Portal User Registration Form
  • Name and Address
    • Select the one applicable legal entity:
      • Competent Authority
      • EU/EEA air navigation service provider
      • EU/EEA airport operator
        • Will need to include the ICAO Airport Operator 4-letter code
      • EU/EEA/EFTA aircraft operator
        • Will need to include either the ICAO Operator 3-letter code, or the IATA Operator, 2-letter code.
      • TCO aircraft operator
        • Will need to include either the ICAO Operator 3-letter code, or the IATA Operator, 2-letter code.
      • Non-EU/EEA/EFTA non-commercial aircraft operator
        • Will need to include the ICAO Operator 3-letter code.
           
• Company Legal Name
• Company Trade Name (if applicable)
• Doing Business As (if applicable)
• Street / Number
• Post Code / City
• Region/District
• Country
• Business Registration Number (if applicable)

User Type

• If initial registration, the applicant must have a Master User as part of the initial application.
  • The Master User is responsible for maintaining the EASA account on behalf of the aircraft operator.
  • The Master User is responsible for adding or removing Staff users as necessary.
     
• The applicant has the option to add an additional Staff user as part of the application process.

Master User

• To register as the Master User, this person must also include a separate document identifying the Master User as a person:
  • Make the request for registration on behalf of the competent authority, EU/EEA air navigation service provider, EU/EEA airport operator, EU/EEA/EFTA and TCO aircraft operator, or, Non-EU/EEA/EFTA non-commercial aircraft operator; 
  • Perform all actions with respect to and for the purpose of the competent authority, EU/EEA air navigation service provider, EU/EEA airport operator, EU/EEA/EFTA and TCO aircraft operator, or Non-EU/EEA/EFTA non-commercial aircraft operator; 
  • Validly represent and bind the User by such registration to perform any other actions offered by the EASA Environmental Portal, in particular the online submission of data, or any related communications with the Agency.

Staff User

• The applicant may request multiple Staff Users in the initial application.
• To do so, the applicant shall replicate Section 4: Staff User and Section 5: User’s declaration and acceptance of the Environmental Portal’s ANC Database Terms and Conditions for each additional Staff User.

• The Staff User will sign acceptance of the Database Terms and Conditions
• If multiple Staff Users are being submitted in the application, then each person must sign in Section 5.

Master User’s declaration

• The Master User will sign attesting to the authorizations to represent the Aircraft Operator and acceptance of the Database Terms and Conditions

List of documentation to be provided with the Registration Form

1. Articles of Incorporation, or
2. Business Registration
3. Aircraft Operator Certificate
   1. Applicable only to commercial EU/EEA/EFTA aircraft operators, and
   2. TCO aircraft operators
       
4. Document providing evidence of Master User’s ability to register on behalf of aircraft operator
   1. The evidence of authorization can be submitted to the Agency in the form of power of attorney, delegation, by-laws, board resolution, etc..

STEP 1B: Once the application has been completed and the applicable documents secured, the Master User shall submit the application and supporting documentation via email to:

• Please include in the subject line: EASA ENVIRONMENTAL PORTAL APPLICATION

Once the aircraft operator’s registration is accepted to use the EASA Environmental Portal, EASA will send the Master User two emails

1. One email containing the user login information with the username
2. Another email with a temporary password

Once access has been secured to EASA Environmental Portal, the aircraft operator must provide documentation regarding aircraft noise to the portal:

• Aircraft nationality and registration mark.
• Noise documentation of the aircraft used, together with the associated maximum take-off weight.
• Any modification of the aircraft which affects its noise performance, as stated on the noise documentation.

The aircraft operator can use one of the two following options when providing noise documentation:

• Option One
  • The documentation may be a stand-alone noise certificate issued by the state of registry, reflecting the configuration details, registration marks, and noise data of the aircraft such as those specified by ICAO Annex 16 Volume I Chapter 1.
  • This option is not applicable to Canadian or US operators since these CAA’s do not issue stand-alone noise data certificates.
     
• Option Two
  • In case it is not issued by a state of registry, the documentation may be a page/set of pages of the AFM or AOM, approved by a certificating authority containing the following information:
    • Aircraft Designation
    • Aircraft Serial Number
    • Engine Designation
    • Maximum Take-off Mass (MTOM)
    • Maximum Landing Mass (MLM)
    • Certificate of Airworthiness
    • Chapter of ICAO Annex 16 or Stage of Part 36 w/Noise Certificate levels

The FAA encourages operators to gather the following information from their AFM and/or AOM, then carry the documentation onboard in the event of a ramp inspection.

Note that noise certificates or data sheets issued by OEMs are not accepted.
